pretty sure its the fully upgraded stats.

For anyone interested in a preview of what Voidwatch Chapter 2 will look like, including the areas we will be able to warp to, someone has mapped out tiers from the Test Server and listed almost all of the new 27 NMs:

Note that new Voidwatch NPCs will appear JUST outside of Jeuno in Qufim and Battalia Downs, so this truly is a great warping system for those who unlock it by running with us, in many respects quicker than OP warp depending on your destination.
